The primary goal of Nutrition Outreach and Education Program (NOEP) is to increase the number of eligible people participating in the Supplemental Nutrition Assistance Program (SNAP) (which used to be called food stamps) through outreach, education, and application assistance. In addition efforts are made to raise awareness and expand the number of children participating in the School Breakfast Program and the Summer Food Service Program.  Starting July 1, 2020 through June 30, 2022, HVCS will hold the NOEP contract and help those in need apply for SNAP benefits throughout Dutchess, Orange, Sullivan and Ulster counties.
